Position Summary:
A Program Manager with extensive experience delivering large-scale IT initiatives in the telecommunications industry, specializing in end-to-end (E2E) testing streams. Proven track record of leading complex testing programs across multiple systems, vendors, and stakeholders to ensure seamless integration, quality assurance, and business readiness. Adept at managing test strategy, planning, execution, defect management, and release coordination within agile and waterfall environments. Strong leadership, risk management, and communication skills, with a deep understanding of telco platforms, OSS/BSS systems, network integrations, and regulatory requirements. Consistently drives on-time, on-budget delivery while maintaining high quality standards and stakeholder confidence.
Role and Responsibilities:
Lead complex, cross-functional projects through the full delivery lifecycle, from initiation and planning to execution, testing, deployment, and post-implementation support.
Define project scope, objectives, success criteria, and deliverables aligned with business and technology strategy.
Develop and maintain integrated project plans, timelines, budgets, risk registers, and dependency maps.
Own the end-to-end testing strategy, ensuring coverage across functional, system, integration, UAT, regression, performance, and production validation testing.
Ensure test planning aligns with business processes, system integrations, and downstream/upstream dependencies.
Establish testing governance, standards, entry/exit criteria, and defect management processes.
Coordinate testing activities across multiple teams, vendors, and environments to support integrated releases.
Manage release schedules and ensure testing milestones align with deployment and cutover plans.
Ensure production readiness, including data migration validation, operational handover, and support models.
Identify, assess, and proactively manage risks related to testing scope, environments, data, integrations, and timelines.
Drive resolution of critical defects and testing blockers, escalating where required.
Ensure quality outcomes by enforcing testing discipline and preventing scope leakage or compressed test cycles.
Experience & Requirements:
Excellent oral, written communication and presentation skills.
Strong experience delivering large BSS transformation programs in the telecoms industry.
Experience managing E2E testing streams.
Advanced business knowledge and excellent project management skills.
Ability to work independently with little or no supervision on complex projects.
Detail and customer service oriented.
Proficiency with various software applications programs such as Lotus Notes, Microsoft Office Suite and Microsoft Project is desirable.
Strategic and analytical thinking skills with the ability to solve problems and make decisions.
Ability to conduct in-depth research and present technical recommendations.
Proven ability to manage medium scale, collaborative, technical projects to closure.
Strong leadership and negotiation skills.
Experience in working in a multi-client and multi-vendor environment.
Ability to work in group environment which achieves results through teamwork.
Education:
BA/BS/MS in Computer Science, Software Engineering, or related major preferred
